Malacañang on Monday emphasized that dummy bidding and other corrupt practices in securing government contracts will no longer be tolerated, as warned by the Department of Budget and Management.
In a press briefing, Presidential Communications Undersecretary and Palace Press Officer Atty. Claire Castro said the DBM’s warning is in line with the directive from President Ferdinand R. Marcos Jr. to the agency to strengthen oversight of public funds and ensure a fair, transparent process in awarding government-funded projects.
According to Castro, DBM Chief Amenah Pangandaman outlined several key reforms introduced by the new law, including the mandatory disclosure of beneficial ownership — a measure designed to expose the true individuals behind companies participating in bids.
The law also enforces stricter background checks on prospective bidders to prevent conflicts of interest, which Castro stressed was a common root of corruption in public projects.
Collusion and bid rigging, such as price-fixing and pre-arranged awards, are now explicitly prohibited and will be closely monitored, she added.
