

The Cebu Port Authority (CPA) has asked the Mines and Geosciences Bureau of the Department of Environment and Natural Resources (MGB-DENR-7) to conduct a Geological Site Scoping on port areas affected by the recent earthquake.
CPA general manager Francisco Commendador III told reporters that this assessment is crucial to make sure repairs and rehabilitation of the damaged port facilities are based on solid scientific data and expert advice — with public safety as the top priority.
“It’s really important that we rely on the expertise of our colleagues from DENR, especially MGB-7. There’s a genuine concern that if the hazard assessments reveal serious issues like soil instability or unsuitable locations, some ports might not be safe to keep operating,” he explained.
Commendador added that this evaluation will not only pinpoint geological risks but also help determine whether certain port locations are viable for long-term use.
“If we ignore these risks, we might waste resources on repairs that won’t last and, more importantly, put people in danger. It’s better to know early so we can explore other options,” he said.
The Geological Site Scoping will have MGB-7 experts assess the geotechnical stability and possible hazards such as soil liquefaction or ground subsidence at affected ports. The goal is to ensure that any reconstruction efforts are built on safe, stable ground and meet all safety standards.
One of the affected ports is Hagnaya in San Remigio, a key passenger and cargo hub connecting Cebu mainland to Bantayan Island. The port is still operational, but adjustments were made after seawater started encroaching on parts of the docking area during high tide.
Other northern Cebu ports in Bogo City and Daanbantayan have also raised concerns.
The CPA has requested immediate technical assistance from MGB to evaluate current site conditions, identify any geological threats, and suggest appropriate mitigation measures.
Commendador emphasized that this technical guidance is vital to avoid unsafe investments and to protect crucial infrastructure that supports the northern Cebu economy and inter-island transportation.
