Senator Go files bill to protect government accountants’ rights, benefits

Senator Christopher “Bong” Go has filed Senate Bill No. 674, proposing a Magna Carta for Government Accountants that seeks to define and safeguard their rights, benefits, and responsibilities nationwide.

The measure aims to institutionalize protections and promote the role of government accountants in maintaining financial integrity across government agencies.

Go cited the 1987 Constitution’s Article XI, Section 1, emphasizing the duty of public officers to be accountable. He said the bill “seeks to align with this constitutional mandate of ensuring accountability in public service by clearly defining and protecting the rights and responsibilities of government accountants. These professionals are at the frontlines of upholding the financial integrity of our institutions.”

The senator said the bill will “empower government accountants to carry out their duties with diligence, independence, and adherence to the highest ethical standards.”

He underscored the importance of government accountants in “maintaining fiscal discipline, preventing fraud and corruption, and ensuring that public funds are utilized for the benefit of the citizenry,” noting their expanding roles beyond traditional accounting.

The proposed law would provide additional compensation and benefits, including subsistence allowances, longevity pay, and compensation for work-related injuries.

Under the bill, government accountants would be recognized as “protectors and vanguards of financial and material resources of the Government.” It mandates merit-based recruitment, career development plans, and protections against arbitrary transfers, including the right to appeal reassignment.

The bill also guarantees security of tenure, prohibits discrimination, and addresses staffing issues by setting standards and requiring substitute personnel for extended absences.

It outlines rights in disciplinary proceedings, such as access to evidence, representation by counsel, and reimbursement of expenses if exonerated.

Additional provisions include overtime and night shift differentials, standardized salaries, laundry and remote assignment allowances, free annual medical check-ups and treatments, and compensation for injuries sustained on duty.

The bill affirms government accountants’ rights to self-organization, participation in training, and protection from external interference.

It calls for a periodic human resource study by the Civil Service Commission and the Association of Government Accountants of the Philippines to assess staffing, facilities, professional growth, and compensation.

Go concluded, “Bilang pagkilala sa kanilang mahalagang papel sa pamahalaan, nararapat lamang na mabigyan ng sapat na proteksyon, benepisyo, at pagkilala ang ating mga government accountants upang magampanan nila nang maayos, tapat, at epektibo ang kanilang tungkulin para sa bayan.”
