
The Manila Electric Company (Meralco) has partnered with two of Vietnam’s top green mobility firms to develop electric vehicle (EV) charging infrastructure and support the nationwide rollout of electric ride-hailing services.
Meralco, V-Green Global Charging Station Development Corporation (V-Green), and Green and Smart Mobility Joint Stock Company (Green GSM) signed a memorandum of understanding (MOU) to jointly explore and deploy low-carbon mobility solutions in Metro Manila and other major Philippine cities.
The collaboration includes identifying and evaluating potential sites for EV charging stations and electric taxi hubs, supporting the rollout of EV charging networks, and promoting the adoption of electric vehicles. The three companies will also exchange knowledge and technical expertise in EV system design and deployment.
“This partnership brings together our collective strength in infrastructure, technology, and experience that will redefine our cities and our communities. Together, we intend to reframe the way we think about energy, transport, and sustainability,” said Meralco Chairman and CEO Manuel V. Pangilinan.
“We are committed to helping build this ecosystem — one that is future-ready, inclusive, and grounded in service. We want Filipinos to experience the future of transport, not just in Metro Manila, but across the archipelago,” he added.
V-Green, a leading EV charging infrastructure provider in Vietnam, said the partnership is a milestone in expanding its regional presence.

By combining our expertise in EV charging infrastructure with Meralco’s strong local presence, we aim to rapidly deploy a reliable and accessible charging network across the Philippines,” said V-Green CEO Nguyen Thanh Duong.

Green GSM, also based in Vietnam, is known for its 100-percent electric ride-hailing fleet powered by VinFast EVs.

Through this collaboration with Meralco and V-Green, Green GSM is excited to expand our 100% electric ride-hailing service to more cities nationwide,” said Green GSM Philippines CEO Dao Quy Phi.

In the Philippines, VinFast, V-Green, and Green GSM are building an integrated EV ecosystem that includes vehicle distribution, charging infrastructure, and electric mobility services.
As the country’s largest power distributor, Meralco said the partnership aligns with its commitment to support the implementation of the Electric Vehicle Industry Development Act by promoting sustainable mobility solutions.
