
The North Luzon Expressway (NLEX) on Saturday reported that it immediately addressed flooding caused by the Southwest Monsoon (Habagat) and Tropical Depression Crising that affected the country since Monday.
In response to complaints from thousands of passengers and motorists, the Department of Transportation (DoTr) and the Toll Regulatory Board (TRB) issued a show-cause order to NLEX Corporation, questioning why the company should not face administrative sanctions. On 21 July, NLEX stated that continuous rains, exacerbated by Tropical Depression Crising and the Southwest Monsoon, caused rivers and creeks in Valenzuela and Meycauyan to overflow.
In a statement, NLEX explained that this led to flooding in certain parts of the tollway, despite the continuous operation of pumping stations. "These led to the temporary closures of Balintawak Cloverleaf and the Valenzuela Northbound and Southbound portions, including several expressway entry and exit points," it said.
NLEX quickly deployed teams to monitor the situation, assess water levels, and provide on-site assistance. "Patrol and emergency teams were mobilized to open U-turn slots and redirect vehicles to safer routes. At around 8:00 p.m., both directions at the Balintawak Cloverleaf were passable to all types of vehicles," the tollway explained. "To assist stranded motorists, drinking water and snacks were provided. Regular traffic bulletins were also posted through our official social media channels to guide motorists and help ensure their safety."
According to NLEX, by 1:30 AM on 22 July, floodwaters in Valenzuela and Meycauyan had subsided, and all toll plazas and entry/exit ramps of NLEX, SCTEX, and NLEX Connector had reopened.

The DoTr and TRB noted that their actions were prompted by social media posts from motorists and stranded passengers. Both agencies hinted that NLEX may face a sanction, including toll-free entry and exit on the affected segment of the expressway.
