Several roads across Metro Manila were flooded early Wednesday morning, 23 July, due to continuous heavy rains from the southwest monsoon (habagat).
According to the Metropolitan Manila Development Authority (MMDA), as of 1:00 AM, most several Manila roads were submerged in gutter-deep floodwaters but remained passable to all types of vehicles. These include parts of España Boulevard, Rizal Avenue, Taft Avenue, and Roxas Boulevard.
However, some areas experienced deeper flooding, such as Taft Avenue near PGH and UN Avenue, and the Esplanade tunnel going to Intramuros, where floodwaters reached knee-deep levels and were deemed not passable to light vehicles.
In other cities around the Metro, deeper flooding was also recorded. In Parañaque City, sections of Dr. A. Santos Avenue, including Victor Medina and Gatchalian Evacom, were waist-deep and not passable to any vehicle. Similarly, in Malabon City, flooding near the city hall along Rizal Avenue Extension reached above-knee level, rendering the area impassable to all vehicles.
Navotas, Las Piñas, and Pasay also reported several flooded areas. Diokno Boulevard near the Senate had knee-deep flooding and was not passable to light vehicles. In Mandaluyong, the EDSA Shaw tunnel remained passable despite above-gutter-deep flooding.
