The Organization of Islamic Cooperation (OIC) has formally acknowledged the inclusive composition of the Bangsamoro Transition Authority (BTA), the interim governing body of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the southern Philippines.

The recognition came during the 51st Session of the OIC's Council of Foreign Ministers (CoFM-OIC), held last 21 to 22 June 2025, in Turkey.

The BTA, whose members are appointed by Philippine President Ferdinand Marcos Jr., will administer the autonomous region until regular elections for its officials are held. President Marcos recently signed a law setting the BARMM parliamentary polls for 13 October 2025.

"The BTA now has representatives from MILF, both factions of MNLF, and also from other sectors of the Bangsamoro region, including non-Moro indigenous peoples, women, Bangsamoro communities outside of BARMM, youth, religious leaders, traditional leaders, and settlers, among others," read a paragraph of Resolution No. 2 passed by the CoFM-OIC.

Resolution No. 2 also welcomed the appointment of Abdulraof Macacua as BARMM's interim chief minister, while acknowledging Al Haj Murad Ebrahim's previous role as head of the Bangsamoro region and the BTA since February 2019.

The OIC commended President Marcos Jr. for his commitment to unity in the Bangsamoro region, stating the CoFM-OIC "welcomes his strong commitments to push for unity, inclusivity, socioeconomic development and interventions to promote peace and progress in BARMM area."

In response to the OIC's recognition, Special Assistant to the President Anton Lagdameo, who focuses on Mindanao and Bangsamoro concerns, reiterated the Philippine government's full commitment to upholding its peace agreements with the Moro Islamic Liberation Front (MILF).

"All agencies of the Philippine government and their security forces, are in compliance with President Marcos’ mandate against any unilateral actions that could subvert or compromise the hard-won benefits of peace," Lagdameo said.

The CoFM-OIC resolution encouraged both the MILF and the Philippine government to continue their constructive engagement toward the full implementation of the peace process.
