La Union government workers to receive CNA after CSC accreditation

Provincial government employees of La Union welcomed a milestone this June as the Civil Service Commission (CSC) Region I officially granted a Certificate of Registration for the Collective Negotiation Agreement (CNA) to the La Union Provincial Government Employees Organization (LUPGEO).

The awarding was held during the Provincial Government of La Union’s (PGLU) Monday Flag Raising ceremony on 2 June 2025 at the Capitol Grounds in San Fernando City.

CSC Region I Assistant Regional Director Cornelia M. Rillera, CSC La Union Provincial Director Romulo V. Nabua, and Human Resource Specialist Rainier G. Repollo presented the certificate to Governor Raphaelle Veronica “Rafy” Ortega-David and LUPGEO officers led by President Jocelyn G. Mangibin.

With the CNA registration, 1,566 qualified employees will now receive an annual CNA bonus, legally guaranteed through formal recognition of their rights and benefits.

Governor Ortega-David, who is nearing the end of her term, called the CNA her parting gift to the provincial workforce.

“Before I leave, I want to make sure I leave something for our employees here in La Union — something that will secure the additional incentives that each one of you truly deserves at the end of every year," she said.

She also addressed last year’s deferred bonuses, clarifying they were withheld due to a lack of legal basis, and reaffirmed her commitment to protecting employees from audit risks.

“Don’t remember me as the governor who did not give a bonus, but as the governor who persevered to give a bonus,” she said.

Dir. Rillera praised PGLU and LUPGEO for complying with legal requirements, noting past issues with agencies granting incentives under PRAISE without clear performance metrics. She emphasized the need for structured employee organizations to avoid future audit flags.

“That is not in consonance with the general policies and objectives of PRAISE,” Rillera said.

The CNA registration reflects PGLU’s dedication to a professional and legally protected workforce and reinforces Gov. Rafy’s advocacy for transparency and sustainable employee support.

“Your resilience and hope have continually inspired me to serve better, and please be rest assured that the ideals of good governance and genuine service remain my lifelong commitment,” Ortega-David added.
