Marcos has picked the new PNP chief, says Remulla

President Ferdinand Marcos Jr. has chosen the next chief of the Philippine National Police (PNP), according to Interior and Local Government Secretary Jonvic Remulla.

In an interview in Quezon City, Remulla said the President may announce his pick in the coming week.

“We’ve already talked. He has someone in mind. But let’s wait for his official announcement,” Remulla said in Filipino, describing the shortlisted candidates as “very qualified, dynamic, and with strong track records.”

The next PNP chief will take over from P/Gen. Rommel Francisco Marbil whose retirement in February upon reaching the mandatory retirement age was extended by the President to 7 June to ensure continuity in the PNP leadership during the May national and local elections.

Among those who were reportedly considered to head the PNP was P/Lt. Gen. Jose Melencio Nartatez Jr., the Deputy Chief for Administration and second highest ranking officer. A member of PNPA Class of 1991, Nartatez is known for pushing internal reforms, promoting discipline, and strengthening community-based, data-driven policing. He previously led the National Capital Region Police Office (NCRPO).

Also eyed was P/Lt. Gen. Edgar Allan Okubo, the chief of the Directorial Staff and currently fourth in command. A PNPA Class of 1992 alumnus, Okubo oversees policy direction and program implementation. He is known for championing inclusive and strategic policing and has led both the NCRPO and the elite Special Action Force.

Another strong contender was P/Maj. Gen. Nicolas Torre III, Director of the Criminal Investigation and Detection Group (CIDG). Torre has earned praise for his leadership in major criminal investigations and is recognized for his commitment to accountability. He played a key role in the controversial arrests of former President Rodrigo Duterte and Pastor Apollo Quiboloy.

P/Maj. Gen. Anthony Aberin, Director of the NCRPO, was also in the running. A PNPA Class of 1992 graduate, Aberin has focused on crime prevention and police visibility in Metro Manila. He is known for enforcing a disciplined, proactive approach to policing and community engagement.

The official announcement on the next PNP Chief is expected before 7 June.

Remulla: PNP needs clear, unified vision

Meanwhile, Remulla stressed the need for a unified and consistent direction for the PNP.

Speaking at a 7 a.m. press briefing at Camp Karingal, Remulla said that while the PNP should remain apolitical, leadership changes often bring shifts in direction.

“Because of rapid promotions and reassignments, there’s no continuity,” he said. “We need a new master plan and new evaluation criteria —something that truly responds to the needs of the people.”
