
The National Police Commission (Napolcom) said Friday it remains committed to policing the Philippine National Police (PNP) to weed out the few bad eggs in the force.
However, Napolcom emphasized that not all cases involving police officers require its direct intervention, noting that “concurrent exclusive jurisdiction” must be respected by disciplinary authorities.
In a press conference at the DILG-Napolcom building in Quezon City, Napolcom Vice Chairman and Executive Officer Atty. Ralph Calinisan addressed questions following a viral video showing two cops accompanying Davao Rep. Paulo “Pulong” Duterte at a bar, where they confronted an alleged “pimp.”
Calinisan noted that PNP Chief Gen. Rommel Marbil has already ordered an investigation into the incident.
“The Chief PNP has already spoken — he’s ready to dismiss them if warranted,” Calinisan said. “Not every police incident needs NAapolcom’s intervention. There are many disciplinary authorities: the IAS (Internal Affairs Service), the Ombudsman, and even the PLEB (People’s Law Enforcement Board).”
He explained that under the principle of concurrent exclusive jurisdiction, once a case is being handled by one agency, other agencies must step back.
