Department of Information and Communications Technology (DICT) Undersecretary for Infostructure/Management, Cybersecurity, and Upskilling Jeffrey Ian Dy confirmed Thursday that his tenure with the agency has ended, following the release of a document stating that his appointment had “expired, effective immediately.”

The memo, dated 31 March 2025, was signed by Executive Secretary Lucas Bersamin and addressed to newly appointed DICT Secretary Henry Rhoel Aguda, who succeeded Ivan John Uy.

Dy verified the contents of the document.

Despite the formality of the announcement, Dy noted that he was unsure why his tenure had been cut short, adding that he holds a plantilla position—a government status typically associated with more permanent appointments.

“Perhaps it is the trust and confidence in me, of the appointing authority that has expired. Not my tenure,” he said in a statement.

Dy, who led the government’s cybersecurity initiatives, said he leaves the post with no regrets.

He added that he now plans to return to the private sector.

Dy oversaw key programs such as the National Broadband Program and the Free Public Internet Access initiative, with a focus on digital connectivity, cybersecurity, and skills development.

To recall, the newly appointed DICT chief ordered all undersecretaries, assistant secretaries, and directors to submit courtesy resignations—standard procedure in government transitions—to allow him to form a new team.
