The Human Settlements Adjudication Commission (HSAC) marks a milestone as it resolved 1,743 real estate development and homeowners’ associations cases in 2024, exceeding its records since its reconstitution in February 2019.
HSAC also maintained a high affirmance rate of its decisions from the Court of Appeals. In 2024, the appellate court upheld 98 percent of appeals on HSAC’s decisions.
To efficiently resolve cases and perform its mandate as a quasi-judicial agency, HSAC strengthened its capabilities through joint efforts with other agencies and organizations.
It collaborated with the Department of the Interior and Local Government to support the Commission's enforcement capabilities by requiring mayors and local building officials to cooperate with HSAC's ocular inspections of disputed properties.
In line with the digital transformation agenda of President Ferdinand R. Marcos Jr., HSAC teamed up with UnionBank of the Philippines and Land Bank of the Philippines to introduce online payment platforms for its legal fees. This initiative streamlines transactions and reduces the need for in-person visits.
HSAC also partnered with the Legal Education Board and the Integrated Bar of the Philippines in an information caravan that engaged 675 barangay officials, homeowners' associations, and lawyers across various regions and increased their awareness of their rights as property buyers and homeowners.
Our success in 2024 shows the dedication and collective effort of HSAC personnel, as well as the invaluable partnerships we have forged.
Reaffirming its commitment to operational excellence and delivering stakeholder- centric services, HSAC maintained its ISO 9001:2015 Quality Management System certification in 2024 based on the audit by the Certification International Philippines.
Moreover, HSAC continually intensified its gender mainstreaming initiatives to promote gender and development for its stakeholders and the agency.
"Our success in 2024 shows the dedication and collective effort of HSAC personnel, as well as the invaluable partnerships we have forged. By continually enhancing our processes and embracing digital transformation, we become more effective in resolving cases and upholding the rights of our stakeholders,” Executive Commissioner Melzar Galicia said.
