
The Department of Foreign Affairs (DFA) officially opened the DFA NCR South Consular Office at Filinvest's Festival Mall, Alabang on 10 February 2025, expanding access to passport and apostille services for residents of Muntinlupa, Las Piñas, Parañaque, and nearby provinces Cavite, Laguna, and Batangas.
Located on the 3rd floor of the West Wing, the 800-square-meter consular office is the only DFA facility south of Metro Manila. Operating from 10 AM to 5 PM, it provides a more accessible alternative for individuals and businesses seeking consular services without having to travel to other parts of the metro.
The inauguration was attended by DFA Assistant Secretary for Consular Affairs Hon. Adelio Angelito Cruz, Muntinlupa City Mayor Ruffy Biazon, Former Ambassador to Singapore and Chairman of FREIT Fund Managers Inc. Joseph M. Yap, Filinvest Land, Inc. President & CEO Tristan Las Marias, and First Vice President & Retail Business Unit Head, Filinvest Malls Mitch Dumlao.
“This collaboration is a testament to the power of public-private partnerships in realizing meaningful change. It is our hope that this will pave the way for more initiatives that bring government services closer to the people, empowering them to build better futures for themselves and their families,” said Las Marias.

Festival Mall has long been a key commercial destination in Southern Metro Manila. The addition of the DFA NCR South Consular Office strengthens its position as a central access point for business, government, and public services. This partnership marks the first collaboration between the DFA and Filinvest Malls, with potential expansion to other Filinvest properties in the future.
