
Ako Bicol Rep. Elizaldy Co, a prominent ally of the administration and architect of the controversial Ayuda para sa Kapos ang Kita Program (AKAP), resigned as chairperson of the House committee on appropriations on Monday, citing health issues.
Co made the announcement after House Speaker Martin Romualdez approved a motion by Senior Deputy Majority Leader and Ilocos Norte Rep. Sandro Marcos to declare the position vacant.
In a statement, Co expressed that stepping down was a difficult decision but necessary for his health. He did not specify his medical condition but emphasized the need to prioritize his well-being due to the demanding nature of his role. “This decision, made with a heavy heart, is driven by pressing health concerns,” Co said.
Co served as the head of the appropriations committee since July 2022, overseeing the government’s annual budget. He expressed pride in the committee’s work, particularly the AKAP program, which aims to provide support to low-income families. He highlighted his role in securing funding for key initiatives in health, housing and food security.
The AKAP program, which is overseen by the Department of Social Welfare and Development (DSWD), has been criticized by some groups who view it as a potential tool for political patronage, especially with the upcoming elections. The program was allocated P26.7 billion in the 2024 budget, with another P26 billion in the 2025 budget.
Co defended the program, stating that it was corruption-free and that lawmakers had no role in managing the funds, which are controlled by the DSWD.
