Law enforcement and civilian agencies’ collaboration paved the way toward the crucial yet successful implementation of peace and development programs across Northern Mindanao.

This was the highlight of the report released by the military on the 4th Quarter Regional Law Enforcement Coordinating Committee (RLECC) assessment released before the year 2024 ended.

The 4th Infantry (Diamond) Division of the Philippine Army, which leads the RLECC, showcased the key achievements in Northern Mindanao through Lt. Col. Manuel B. Estanilla, assistant chief of staff for Civil-Military Operations (OG7), who provided an in-depth presentation on the region’s significant milestones under the various clusters of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC). He pointed to the collective efforts of the 4ID and its partner agencies in fighting insurgency and promoting peace and security in Northern Mindanao that was most successful.

Lt. Col. Estanilla reported on the enhanced collaboration among military, police, local government units and other stakeholders in carrying out successful initiatives that have led to the dismantling of local insurgent groups, the disruption of illegal activities, and the improved environment security in the region.

Significant strides were also made in socio-economic development and humanitarian projects that have benefitted communities previously affected by armed conflict, he said.

Major General Jose Maria R. Cuerpo II, commander of the 4th Infantry Division, has always emphasized the importance of continued collaboration and coordination among various sectors in achieving lasting peace.

MGeneral Cuerpo II reiterated that RTF-ELCAC’s success is due to the combined efforts of government agencies and local communities, who have all played an instrumental role in eliminating the root causes of insurgency.

“The fight against insurgency is not solely a military endeavor but a whole-of-nation approach. We remain committed to supporting the government’s efforts to provide a better, safer, and more prosperous future for the people of Northern Mindanao,” he stressed.
