The Bureau of Immigration (BI) closed 2024 with a record-breaking of travel volumes and made great strides toward modernization, laying the groundwork for future improvements in border security and operational efficiency.
At least 14,540,533 arrivals — 7,922,052 Filipinos and 6,618,481 foreigners — and 15,050,136 departures which include 8,348,283 Filipinos and 6,701,853 foreigners were recorded by the BI at all international ports in the country between January to 29 December 2024.
BI commissioner Atty. Joel Anthony Viado credited the strong figures to the rebound in foreign travel and the country’s popularity as a top travel destination, which is the consequence of the Department of Tourism’s (DoT) vigorous efforts to entice foreign visitors to return to the country.
“These figures reflect a thriving travel industry and highlight the Philippines’ growing reputation as a global hub for tourism and business,” Viado said.
“As we enter 2025, we will focus on modernization through advancements in technology and legal reforms to simplify immigration processes and improve overall efficiency,” he added.
The BI chief also disclosed that one of the agency’s achievements in 2024 was the effective installation of label-free processing at electronic gates, which gave Filipino travelers quicker entry and electronic trip confirmation. The initiative, which has improved productivity at important airports, will grow this year once additional e-gates are purchased.
According to the US Department of State Trafficking in Persons Report for 2024, the Philippines’ Tier 1 ranking was maintained in part due to the BI’s diligence in the fight against human trafficking.
Schemes involving unlawful surrogacy, mail-order brides and phony pilgrimages were made public by the agency.
The Immigration Protection and Border Enforcement Department reported that a total of 215 Filipinos were referred to the Department of Migrant Workers for unlawful recruitment, while 998 victims of human trafficking were referred to the interagency council against trafficking.
Viado also stressed that the BI will maintain its efforts to defend those who are vulnerable.
In 2024, 140 sex offenders were excluded as a result of the Bureau’s efforts to prevent sex tourists from entering the country.
The BI has been committed to combating child abuse and exploitation in partnership with government agencies. To report cases involving foreign nationals suspected of crimes against children, mechanisms such as the Commissioner’s helpline and the Council for the Welfare of Children’s Makabata Helpline 1383 were introduced this year.
Among other significant accomplishments is the opening of three more forensic document laboratories, increasing the number to six at significant international airports. By guaranteeing the legitimacy of travel documents, these facilities assist immigration offices around the country and strengthen border security.
Also, in order to provide a smooth framework for combating illicit activity and promoting border control, the Bureau also gave top priority to collaborations with government organizations, strengthening interoperability and data sharing.
By making it easier for foreign travelers to enter the country, the Cruise Visa Waiver program further established the Philippines as a top cruise destination. In order to give travelers more convenient options, online applications for special study permits and student visas were also offered.
Viado also disclosed that the BI is dedicated to modernization, efficiency, and guaranteeing the safety of every traveler as we move forward.
