CANDON, Ilocos Sur — Senatorial candidate Luis “Manong Chavit” Singson took center stage at the Feria de Candon, the annual celebration of the Candon City Fiesta, to promote his platforms aimed at uplifting the lives of Filipinos.

A seasoned public servant, Singson is widely recognized as the “Father of RA 7171,” the law that allocates funds from tobacco excise taxes to tobacco-producing provinces for their development projects.

The legislation has been instrumental in uplifting the lives of farmers in Ilocos Sur and neighboring provinces.

“With all your help (and this law), we made Ilocos Sur the 5th richest province in the country,” Singson said.

In his address, Singson outlined his vision for addressing unemployment and uplifting vulnerable sectors of society, particularly those in lower-income brackets and transport groups. He emphasized that his platform focuses on collaboration and community-driven support to empower marginalized groups and those struggling without stable incomes.

Universal Basic Income bill proposal

“The ‘Chavit 500’ bill is for every Filipino who needs support, and this is a Universal Basic Income that gives each Filipino P500 every month,” he explained.

Singson, who is listed as No. 58 on the Senate ballot, underscored the need for collective action to bridge socio-economic gaps in the country, vowing to file this bill if elected.

PUV modernization

Addressing issues brought about by the PUV Modernization Act, Singson highlighted the challenges faced by operators and drivers due to the imminent phaseout of traditional jeepneys.

He promised to support transport cooperatives nationwide by financing the shift to electric vehicles. “I’m an Ilocano who isn’t stingy. I undertake projects that benefit Filipinos out of my pocket,” Singson shared.

VBank initiative

Singson also announced the launch of “VBank,” an initiative aimed at making financial services more accessible to Filipinos.

Beginning 15 December, VBank will help more people open bank accounts and access debit and credit cards, particularly in underserved communities. The initiative ties into his broader vision of financial inclusion as a cornerstone of economic empowerment.

VBank will also serve as a payment option for commutes in modernized PUVs, a receiving platform for the proposed “Chavit 500,” and a provider of other essential financial services. “Many Filipinos still don’t have access to banks or financial services, which limits their opportunities. By making it easier for them to open accounts, we are giving them a chance to participate in the economy and improve their lives,” Singson said.

As he campaigns for a Senate seat, Singson draws on decades of experience in public service and a track record of advocating for grassroots development.

“Manong Chavit has left an indelible mark in Philippine politics,” said Sanggunian president Lerisa Llanes in her introduction of Singson.

The announcement of his “Chavit 500” initiative and VBank garnered praise from attendees, further solidifying Singson’s image as a champion of the underprivileged.
