Safeguarding innocence
“One of the most crucial aspects of NCM is promoting children’s rights — survival, development, participation, and protection.

In tender hands, the future’s dream resides;
I must shield their light where innocence abides.
I penned this verse to remind myself of my duty to protect children. Now that I am running for a local position, I am committed to nurturing their development and ensuring their well-being.
My commitment to ensuring children’s safety and growth in a world filled with challenges stems from my experiences as a parent. I want all children in the Philippines to be free from societal pressures.
The 13th National Children’s Month (NCM), celebrated in November, highlights the importance of children’s rights and welfare in society. Through Republic Act 10661, this month-long observance commemorates the adoption of the United Nations Convention on the Rights of the Child (CRC) on 20 November 1989.
The Philippines is a signatory to the Convention on the Rights of the Child, the first binding universal treaty focused entirely on protecting and promoting children’s rights. This year’s celebration centered on “Break the Prevalence, End the Violence: Protecting Children, Creating a Safe Philippines.” This theme highlights children’s challenges and reinforces the need for collective action and responsibility.
As countries around the world recognize and embrace the rights of children, this is the time to renew our commitment to the protection and empowerment of the younger population by ending all forms of violence against them. One of the most crucial aspects of NCM is promoting children’s rights —survival, development, participation and protection. The celebration serves as a time for celebration and a call to action. It challenges society to evaluate its treatment of children, reflect on the existing laws and policies, and underscore the importance of collaboration among all community members.
The celebration also spotlights the vital role played by children within families and communities. NCM fosters a sense of agency by involving children in discussions about their rights and creating avenues for participation. It empowers younger generations to voice their perspectives and contribute to building a better future. This inclusivity is fundamental as it nurtures responsible and informed citizens who can advocate for themselves and others.
This observance acknowledges children’s challenges and celebrates their potential and resilience through awareness, advocacy, and collaboration.
As we reflect on the importance of this month, it becomes clear that lasting change for children can only be achieved through united efforts that prioritize their development, safety, and well-being.
Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian guaranteed his department’s commitment to eliminate all forms of violence toward children in a speech commemorating the event.
Gatchalian stressed the need for collaboration among partners and stakeholders to advocate for stricter measures to protect all children from various forms of abuse.
He said the DSWD has implemented initiatives to protect children. One such initiative is the 4th National Plan for Children, a six-year strategic framework developed in consultation with various sectors and stakeholders to enhance the well-being of all Filipino children.
Another is the Local Council for the Protection of Children Toolkit, a comprehensive guide that helps local government units create their local development and investment plans, local codes, and State of Children Reports to promote child-friendly governance.
Creating a nurturing and supportive atmosphere can instill a sense of security and confidence in individuals. We should open the lines of communication so that children can freely express their thoughts and feelings without fear of judgment.
By meaningfully engaging in children’s lives — whether participating in their interests, discussing their aspirations, or simply being present during their challenges — we enable them to develop vital skills to assist them on their journey in life.
