Cebu provincial gov’t evaluates P19.28-B disaster recovery plan

Cebu Governor Pamela Baricuatro led an evaluation Wednesday of the post-disaster rehabilitation and recovery efforts across Northern Cebu, reviewing expenditures under an estimated P19.28-billion Post-Disaster Needs Assessment framework.

The provincial government reported that financial aid totaling P32.15 million had been distributed in June 2026 to 3,215 displaced families in Bogo City, providing P10,000 per household.

Baricuatro confirmed that the temporary tent city in Barangay Cogon, Bogo City, has been cleared, with affected residents relocated to National Housing Authority units or provided building materials to repair damaged homes.

Educational continuity initiatives are also underway, including the installation of temporary disaster-resilient classrooms at Marcelo B. Fernan Polambato Elementary School following the condemnation of 21 school buildings.

Infrastructure funding remains a critical bottleneck for regional recovery.

Figures from the Department of Public Works and Highways (DPWH) in Central Visayas show that only P856.45 million of P4.494 billion requested for earthquake-damaged schools and bridges has been released, leaving P3.637 billion in pending allocations.

The Cebu Provincial Government has earmarked P276 million from local funds for 13 bridge restoration projects.

Under the multi-agency PDNA framework, P6.03 billion was targeted for the Department of Education, P4.37 billion for the DPWH, P3.31 billion for the Department of Human Settlements and Urban Development, P2.30 billion for the National Disaster Risk Reduction and Management Council, and P708.19 million for the provincial government.

The funding structure covers social services, public infrastructure, agricultural and economic development, and environmental governance.
