Official government data and Armed Forces of the Philippines updates state that the multi-billion infrastructure projects on the island — such as the P1.3-billion Basing Support System, runway restoration, and the P450-million sheltered port — are being implemented by Mamsar Construction Corporation and Luzviminda Engineering Construction, under the Philippine Air Force’s oversight.

Reports, however, suggest a potential conflict of interest, particularly concerning Defense Secretary Gilbert Teodoro’s alleged connection to Aegis Infrastructure Corp., after a vessel bearing the name “Aegis Infrastructure Corp” was reported off Pag-Asa Island.

The incident sparked local discussions about subcontracting, logistics support, and chartering transport vessels for the ongoing state construction to a company with supposed ties to the defense secretary.

Prof. Anna Malindog-Uy, an academician and expert on China studies, has questioned the military protection accorded to foreign vessels docked at Pag-Asa Island’s sheltered port, along with a fleet of specialized dredging and marine vessels labeled “Aegis.”

She said Dennis Prieto, who was identified as Teodoro’s brother-in-law, reportedly runs Aegis Infrastructure Corp.

In her article, Malindog-Uy uploaded a certificate of registration supposedly issued by the Department of Trade and Industry to Prieto’s “Aegis Infrastructure Corp.” in the Philippines.

In naval parlance, Aegis refers to the Aegis Combat System, an advanced, computerized naval weapons and defense system used to track and destroy enemy targets. Named after the mythical shield of the Greek god Zeus, it symbolizes protection and defense.

Another “Aegis” is occasionally seen in the West Philippine Sea during joint RP-US bilateral or multinational military exercises.

As part of the RP-US Mutual Defense Treaty, the US Navy usually deploys Aegis guided missiles to the West Philippine Sea during joint patrols alongside the Philippine Navy.

Pag-Asa Island, internationally known as Thitu, is also being claimed by Vietnam and Taiwan.

The Aegis Infrastructure Corp. reportedly has both domestic and foreign partners in its engagements with the Philippines through the Department of National Defense, with the island being a key site of joint naval exercises under the RP-US defense pact.

Recent strategic developments on Pag-Asa include a dedicated command center inaugurated by the Philippine Coast Guard and the activation of a separate Coast Guard District for the entire KGI.

The defense secretary, known for his strong anti-China stance on the West Philippine Sea and for claiming he had renounced his Maltese passport, needs to explain how to protect the national interest without inviting public scrutiny.

Merely speaking and denying everything without taking decisive action is insufficient. The situation seems too incidental to be merely coincidental.
