Ghost projects — infrastructure claimed to have been implemented but which exist only on paper — undermine public trust and divert crucial funds from much-needed infrastructure and services. The consequences of such corruption can be devastating, affecting everyone, especially the most vulnerable. Any allegations of such misconduct should be thoroughly investigated, regardless of the personal relationship of those involved.

Lacson’s apprehension regarding the situation may indeed have a solid foundation. The friendship between Cayetano and Dizon may raise red flags, particularly regarding the integrity and impartiality of any investigation. Given their close ties, there is a concern that their relationship could influence the investigation’s objectivity, potentially undermining the pursuit of truth and justice.

Will the DPWH be able to scrutinize the Taguig projects objectively? Or will their camaraderie cloud its judgment, leading to a superficial inquiry that will ultimately sweep the issue under the rug? Even the perception of bias can severely undermine public confidence in the system.

Friendship is not wrong, but it should never be a point of contention. It becomes destructive and a potential weakness when serious allegations are raised. Their relationship should not shield them from scrutiny. Instead, it should spur greater transparency and accountability.

Claims of ghost projects must undergo transparent, independent investigations to avoid any appearance of impropriety. Accountability should not be negotiable. Rigorous oversight is needed to ensure that public funds are used appropriately and allegations of mismanagement are addressed fairly and thoroughly.

An ethical framework should guide friendships and professional responsibilities. Stronger policies should guide public officials in managing their personal relationships while serving the public interest. This will ensure that those in power are held to the highest standards of integrity.

Government officials must always act in the public’s best interest, rather than letting personal friendships interfere with their responsibilities or shield friends under investigation. Maintaining these standards builds public trust and ensures that public officials are acting for the people.

Personal connections should not influence decision-making or lead to exceptions in enforcing laws. The integrity of governance depends on public officials’ ability to separate personal relationships from official responsibilities. Just as with family, no friend — no matter how close — should be considered above the law.
