Isinusulong ni Sen. Loren Legarda ang mas malaking pamumuhunan sa professional development ng mahigit 2.25 milyong kawani ng gobyerno, kabilang ang libreng matrikula sa master’s degree at mga repormang nakabatay sa merit at performance.
Ayon sa Civil Service Commission, nasa 2,256,693 career at non-career government personnel ang naitala noong Hunyo 2026. Inihain ni Legarda ang Senate Bill No. 2099 o Government Employees Free Master’s Degree Tuition Act, na naglalayong magbigay ng libreng tuition sa state universities and colleges para sa mga kawani ng gobyernong kumukuha ng master’s degree.
Bilang chairperson ng Senate Committee on Civil Service, Government Reorganization and Professional Regulation, isinusulong din ni Legarda ang Senate Bill No. 1850 para sa performance measurement system at Senate Bill No. 515 o National Results-Based Governance Act para palakasin ang monitoring at evaluation ng mga programa ng pamahalaan.
Kabilang din sa kanyang mga panukala ang Senate Bill No. 523 o Tapat na Paglilingkod Act laban sa korapsyon at Senate Bill No. 304 o Open Government Data Act, na naglalayong palakasin ang transparency at access sa government data.
