CEBU CITY -- Cebu Governor Pamela S. Baricuatro delivered her State of the Province Address on Monday, outlining initiatives to strengthen financial accountability, reform provincial procurement, and improve frontline public services.

Addressing the province, Baricuatro stressed administrative discipline and transparent governance as the groundwork for public confidence.

"Public trust begins with putting our own house in order," Baricuatro said, highlighting measures implemented by the provincial government to reinforce the Capitol's financial and administrative systems.

Baricuatro detailed fiscal priorities for her administration, including maintaining a realistic budget, tightening project monitoring, streamlining procurement processes, and decentralizing decision-making by empowering provincial department heads and local leaders.

The governor stressed that government spending must directly yield tangible services for residents, positioning transparency and citizen participation as central pillars of her policy agenda.

"Our goal is simple: to return the province to the people," Baricuatro said. "We are here to listen, to act, and to serve without entitlement."
