President Ferdinand Marcos Jr. on Monday highlighted the gains of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, saying that more than 500,000 homes have been built or financed under the administration’s flagship housing initiative.
In his State of the Nation Address, Marcos vowed to sustain the government’s housing drive through the Department of Human Settlements and Urban Development (DHSUD) and the Pag-IBIG Fund.
He credited DHSUD and Pag-IBIG Fund for expanding access to affordable housing through partnerships with local governments and the private sector.
“More than 500,000 homes have been built or financed, including more than 100,000 added in just one year under the expanded 4PH program,” the President said.
He said the government is addressing the housing backlog through new communities, Pag-IBIG acquired assets, the Community Mortgage Program, resettlement projects, and rental housing.
“The key to all these is a sound lending system that makes housing more affordable for Filipinos,” Marcos said, citing Pag-IBIG Fund’s role in providing accessible home financing.
Pag-IBIG Fund said it has released P517.45 billion in housing loans since 2022, financing 379,294 homes. It also raised the maximum housing loan amount to P10 million while continuing subsidized rates for socialized housing and promotional rates for middle-income borrowers.
The President also underscored the role of Pag-IBIG, together with the Social Security System and the Government Service Insurance System, in helping workers save for the future, receive assistance during emergencies, and eventually own homes.
Following the President’s address, the DHSUD pledged to sustain the momentum of the administration’s housing program.
Housing Secretary Jose Ramon Aliling said the President’s recognition reflects the collective efforts of national government agencies, local government units, the private sector, and communities in advancing the Expanded 4PH Program.
“More than an affirmation of what we have accomplished, this inspires us to work even harder so that more Filipino families can finally achieve their dream of owning a safe, decent, and affordable home,” Aliling said.
From July 2022 to June 2026, the administration facilitated the delivery of 575,693 housing units, equivalent to 51 percent of its recalibrated target of 1.13 million units by the end of the President’s term.
Of the total, 81,295 units were delivered through direct housing provision, 368,731 families received assistance through government housing financing programs, and 125,667 housing units were produced under the Expanded 4PH Program.
Pag-IBIG Fund CEO Marilene Acosta also welcomed the President’s recognition of the agency’s contribution to the housing program.
“We are deeply grateful to President Marcos for recognizing the important role of the Pag-IBIG Fund in helping Filipino workers save and own their homes. We have been able to do this because of the continued trust and participation of our members and the Fund’s strong financial position,” Acosta said.
The housing program has also drawn support from local governments and the private sector.
Naga City Mayor Leni Robredo earlier credited DHSUD with helping address the city’s housing needs, while Colliers Philippines Research Director Joey Roi Bondoc said the Expanded 4PH Program has helped spur growth in the affordable housing segment.
DHSUD also cited the latest Social Weather Stations survey showing satisfaction with the administration’s housing program for the poor improved by seven points, from a net satisfaction rating of +38 in November 2025 to +45 in March 2026, earning the sector a “good” rating.
