  • A man was arrested for alleged "fixing" or engaging in the unauthorized facilitation or processing of Land Transportation Office (LTO) licenses and related documents in Valenzuela City, Bulacan on 21 July 2026.

    The CIDG Anti-Organized Crime Unit (AOCU) together with the Investigation and Enforcement Division (IED) of Anti-Red Tape Authority (ARTA) in coordination with the Intelligence and Investigation Division (IID) of the LTO conducted the law enforcement operation that led to the arrest of the suspect.

    The suspect was arrested for violation of Republic Act No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018) in front of the LTO Valenzuela District Office, ARCA Plaza Building, Brgy. Maysan, Valenzuela City.

    A report that reached PMGEN Robert AA Morico II, the Director of CIDG, stated that 35-year-old suspect "Gary," a resident of Navotas City, was caught while allegedly “fixing” or facilitating and accepting processing fee for a Non-Professional Driver’s License of LTO - which is not an authorized transaction and a violation of the law. The suspect alleged that he has connection inside the LTO Valenzuela Office who facilitates and expedites the transactions.

    The agency’s standard processing period for driver’s license is 3 days for P7,500.00 payment, while the suspect asked for overpriced processing fee of PhP 8,500.00 for a one day processing period.

    The operation stemmed from a complaint endorsed by the Investigation and Enforcement Division (IED), Anti-Red Tape Authority (ARTA) pertaining an alleged “fixing” activities involving LTO documents through online and direct transaction schemes.

    The Director of CIDG emphasized that the law enforcement operation aligns with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

    The primary purpose of Republic Act No. 11032, is to streamline government processes, eliminate bureaucratic red tape, and eradicate graft and corruption in the Philippines, it strictly penalizes fixers in all government agencies- to eliminate corruption and improve public service delivery.

    The CIDG leadership commends PLTCOL Angelo B Nicolas, the Acting Chief of the CIDG Anti-Organized Crime Unit (AOCU) and Investigation and Enforcement Division (IED) of the Anti-Red Tape Authority (ARTA) and Land Transportation Office (LTO) for the successful operation.
