HOME at last Department of Human Settlements and Urban Development Secretary Jose Ramon ‘Ping’ Aliling hands a land ownership certificate to an elderly beneficiary as part of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which ends the decades-long wait for land rights among 684 Filipino families.

A total of 684 families have received Certificates of Lot Award (CELA) and Certificates of Entitlement (CoE) for residential lands covered by various presidential proclamations under the Department of Human Settlements and Urban Development’s (DHSUD) Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
The beneficiaries are from residential sites in Los Baños, Laguna; Lucena City, Quezon; Narra, Palawan; and Jaro, Iloilo City, covered by Presidential Proclamations 550, 436, 574 and 1538, respectively.
DHSUD Secretary Jose Ramon Aliling said the integration of presidential proclamations into the Expanded 4PH Program aims to resolve long-pending land tenure concerns affecting informal settler families.
“Under the Expanded 4PH Program, we are not only building new housing. We are also giving families who have waited for years the assurance that they can finally become rightful owners of the land they have long occupied,” Aliling said.
“In line with President Ferdinand Marcos Jr.’s directive, we are accelerating the granting of secure land tenure so more Filipino families can enjoy dignified living conditions and a more stable future,” he added.
The department said only 24 beneficiaries received CELAs or CoEs from 2019 to 2022 due to implementation challenges, including disruptions caused by the Covid-19 pandemic.
Of the 684 beneficiaries, 218 are from Los Baños, 195 from Lucena City, 213 from Jaro and 58 from Narra.
DHSUD said additional presidential proclamations are being processed, with more land tenure certificates expected to be awarded in the coming months.
