Bonoan set to testify in Revilla trial


Former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan is expected to testify before the Sandiganbayan Third Division on 28 July in the ongoing malversation trial of former senator Ramon "Bong" Revilla, according to prosecutors from the Office of the Ombudsman.
The prosecution informed the court that it plans to cancel hearings set for 1, 7, 14 and 21 July, saying only four witnesses remain to be presented before Bonoan's scheduled testimony. Those expected to testify first are DPWH Head of Procurement Division Victoria Gregoria, former DPWH Undersecretary Roberto Bernardo, National Bureau of Investigation agent Kevin Suson, and engineer Carlo Rivera.
Bonoan's appearance comes a day after Ombudsman Jesus Crispin Remulla announced that the former DPWH chief would serve as a state witness in criminal cases tied to the flood control scandal. The Ombudsman has also confirmed filing a motion before the Sandiganbayan to exclude Bonoan from the graft and plunder charges.
Remulla said Bonoan's health condition was among the reasons for expediting his testimony.
"His health is of concern to us, and we want to be able to perpetuate his testimony as soon as possible… it's important to us that he be discharged already so that he can become our witness."
He added:
"The tactic here and what we're trying to do here is to finish the cases as early as possible."
Bonoan served as DPWH secretary from 2022 to 2025 before stepping down on 1 September 2025 amid the flood control controversy.
