SC asked to stop release of P22-billion BARMM support fund

The Supreme Court (SC) has been asked to halt the implementation of more than P22 billion in Local Government Support Fund (LGSF) allocations to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under the 2025 General Appropriations Act.
In a petition, Norhamin Manial Hadji Akmad asked the high court to declare certain provisions of the BARMM budget unconstitutional and to issue a temporary restraining order (TRO), writ of preliminary injunction, or status quo ante order while the case is pending.
The petition, filed under Rule 65 of the Rules of Court, seeks certiorari and prohibition and names as respondents the Bangsamoro Transition Authority (BTA) Parliament, Interim Chief Minister Abdulraof Macacua, and other BARMM officials.
Akmad argued that the assailed LGSF provisions suffer from "excessive executive discretion in the release of public funds, insufficient safeguards and accountability mechanisms, and ongoing violations of the Constitution and the Bangsamoro Organic Law."
If granted, the requested relief could temporarily suspend the implementation of various development projects in the Bangsamoro region pending the Supreme Court's final ruling.
The petitioner also filed an "extremely urgent prayer for the conduct of a special raffle" to allow the Court to immediately act on the alleged constitutional and statutory violations.
Separately, the Supreme Court also received another petition challenging the proposed P114-billion BARMM budget for 2026. The petitioners argued that the allocation violates the Constitution and the Bangsamoro Organic Law by allegedly failing to give the highest priority to education.
