The Supreme Court (SC) has consolidated separate petitions questioning the constitutionality of the 2025 General Appropriations Act (GAA), including challenges to the alleged blank entries in the bicameral conference committee report and the transfer of Philippine Health Insurance Corp. funds.
In a resolution dated 29 April 2026, the SC en banc ordered the consolidation of the petition filed by Davao City 3rd District Rep. Isidro Ungab with a separate petition filed by former presidential spokesperson Vic Rodriguez and other petitioners.
The petitioners are seeking the nullification of Republic Act 12116, the law that enacted the 2025 national budget, alleging grave abuse of discretion and constitutional violations, including the use of PhilHealth reserve funds, the alleged misclassification of education spending and purported irregularities in budget allocations approved by Congress.
Ungab said the High Court’s action recognizes that the petitions raise “common and serious constitutional issues” on how the 2025 national budget was crafted and approved.
His petition questions the transfer of PhilHealth reserve funds and other alleged constitutional violations, while Rodriguez’s petition assails the alleged blank entries in the bicameral conference committee report.
