Former Police Lt. Col. Rafael Dumlao III, long wanted in connection with the 2016 kidnap-slay of South Korean businessman Jee Ick Joo, was arrested early Tuesday morning.
In a press conference at Camp Crame, Interior Secretary Jonvic Remulla said operatives of the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) arrested Dumlao at around 5 a.m. at his safe house in Barangay Pasong Tamo, Quezon City, following a tip from an informant.
