

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued show-cause orders to jeepney drivers and operators suspected of using duplicate license plates, a fraudulent practice known as the “kambal-plaka” scheme.
LTFRB chairperson Vigor D. Mendoza II said Monday that the agency identified multiple jeepneys operating along the Tanauan-Calamba route using the same plate numbers.
Mendoza stressed that such schemes are strictly prohibited and are explicitly discussed with transport providers during the vehicle registration and franchise application processes.
“Engaging in this illegal activity is a clear violation of the conditions set for issuance of the Certificate of Public Convenience,” Mendoza said.
Under LTFRB Memorandum Circular No. VPT-2010-1412, drivers found guilty of the scheme are required to surrender their license plates and face administrative fines.
The agency has ordered the involved operators to submit a written explanation justifying why their franchises should not be revoked. They are also required to attend a formal hearing scheduled for 13 March.
Additionally, the LTFRB noted that operators who fail to comply with the requirements of the show cause order will be subject to a P5,000 fine.
