

Manila Water consumers can start benefiting from improved wastewater services and cleaner waterways as the company begins operations of the nearly P4-billion Aglipay Sewage Treatment Plant (STP), expanding sewerage coverage in parts of Mandaluyong, San Juan, and Quezon City.
“This project is not just about pipes and concrete — it’s about people. Over 652,000 residents will benefit from cleaner waterways, healthier communities, and a better quality of life. It’s about cities — Mandaluyong, San Juan and Quezon City — thriving with sustainable urban development,” Manila Water president and CEO Roberto R. Locsin said.
Private-public partnership
MWSS Administrator Maria Leonor Cleofas said the project reflects Manila Water’s partnership with the government and shows what the public and private sectors can achieve together in delivering world-class sanitation services and advancing national development.
Located in Mandaluyong City, the Aglipay STP forms part of the Mandaluyong West–San Juan South–Quezon City South Sewerage System.
It is designed to intercept and treat domestic wastewater from a catchment area of about 2,115 hectares, covering portions of Mandaluyong, San Juan, and Quezon City, including residential, commercial, and institutional zones such as Wack-Wack Golf and Country Club, La Salle Greenhills, Greenhills Shopping Center, and military installations like Camp Aguinaldo and Camp Crame.
With an initial capacity of 60 million liters per day (MLD), expandable to 120 MLD, the facility will serve an estimated 652,000 residents.
Wastewater collected through a 53-kilometer combined sewer-drainage system will undergo full treatment before being discharged into the Pasig River, ensuring compliance with the Department of Environment and Natural Resources’ DAO 2021-19 effluent standards.
Moving Bed Biofilm Reactor technology
The Aglipay STP uses Moving Bed Biofilm Reactor technology, which includes biological treatment, dissolved air flotation, ultraviolet disinfection, and odor control systems to ensure high treatment efficiency even under fluctuating flows.
Awarded in December 2019 to the Megawide Consortium, the project began commissioning in August 2025 and is now fully operational as part of Manila Water’s and MWSS’s initiative to expand sewerage coverage in the East Zone.
