As the submission deadline draws near, the Bases Conversion and Development Authority (BCDA) has renewed its call for bids for the P2.5-billion information and communications technology (ICT) infrastructure project in New Clark City.
In a recent statement, the BCDA said the public-private partnership (PPP) project is a key component of efforts to support the smart and digital transformation of the emerging metropolis.
The BCDA Prequalification Bids and Awards Committee (PBAC) reminded prospective joint venture partners to submit their proposals on or before 16 February 2026, at 1 p.m. at the BCDA Corporate Office in Taguig City.
The project covers the commercialization and, where necessary, the expansion, repair, and maintenance of passive ICT infrastructure in New Clark City.
“We invite interested parties to join us in this massive undertaking, which offers a unique opportunity to help shape New Clark City into a smart and digitally connected metropolis,” said Hedda Rulona, BCDA senior vice president for investment and financial management and chairperson of the BCDA PBAC.
BCDA said the joint venture selection process is being conducted in accordance with Republic Act No. 11966, or the PPP Code, and its implementing rules and regulations. To ensure a transparent and competitive bidding process, the agency tapped the Asian Development Bank as transaction adviser.
The PBAC aims to complete the bidding process and sign the joint venture agreement with the winning bidder by May.
With an estimated cost of P2.5 billion, the project will be implemented under the Open Access Fiber model, which aims to establish a robust fiber infrastructure and a competitive ICT services market for government agencies, enterprises, and residents in New Clark City.
Under this model, multiple data transmission providers will be able to use the same physical network and share costs, allowing them to deliver affordable, innovative, and carrier-grade ICT services.
BCDA said the Open Access Fiber model will also serve as a foundation for smart city development and e-government solutions, supporting the transformation of the 9,450-hectare development into what it described as the country’s first smart and future-ready metropolis.
“Through this project, we aim to provide fast, reliable, and affordable internet connectivity to all residents and businesses in New Clark City. This initiative will significantly boost the city’s competitiveness, attract high-value, and technology-driven industries, generate highly skilled jobs for Filipinos and ultimately, improve the overall quality of life,” BCDA President and Chief Executive Officer Joshua M. Bingcang said.
The project supports the socioeconomic agenda of the administration of Ferdinand Marcos Jr., particularly in advancing technology and innovation, upgrading infrastructure, and promoting inclusive and resilient economic growth.
