Senator Raffy Tulfo has filed legislation to institutionalize affordable hospital services and medical discounts for public school teachers, arguing that educators currently lack the specialized health support provided to other government sectors.
Senate Bill No. 1585 would mandate all government hospitals to provide comprehensive health care services to teachers and their dependents, including a minimum 10 percent discount on consultations and hospitalization expenses.
The measure also calls for the establishment of “fast lanes” in medical facilities to prioritize teachers.
Tulfo cited a 2023 University of the Philippines College of Medicine study that found a high prevalence of hypertension, musculoskeletal problems and stress-related disorders among Filipino teachers.
“Despite these challenges, health and hospitalization benefits for public school teachers remain minimal and fragmented,” Tulfo said. He cited that the Department of Education currently provides only a P7,000 annual medical allowance for the country’s 900,000 public school teachers.
The senator highlighted a disparity between educators and other public servants, noting that the Philippine National Police and the Armed Forces of the Philippines maintain dedicated hospitals for their personnel. Teachers, he said, are currently “subject to the same queues and expenses as ordinary patients.”
