In 2025, the Human Settlements Adjudication Commission (HSAC) made big strides in making housing justice more accessible, efficient, and trustworthy. The year was marked by key reforms, upgraded systems, and initiatives that brought real support to communities navigating housing and real estate disputes.
A standout milestone was the issuance of the 2025 Revised Rules of Procedure. These updated rules simplify case processes, give clearer guidance to litigants, and speed up adjudication. For HSAC, making procedures more transparent and understandable isn’t just bureaucracy — it’s about giving people the confidence to resolve their housing issues fairly.
Behind the scenes, the Commission also focused on operational excellence. HSAC earned an “unmodified opinion” from the Commission on Audit for its 2024 financial statements — a strong vote of confidence in its financial integrity. The Department of Budget and Management also gave HSAC a “Very Satisfactory” rating for overall performance.
National recognition followed: the Commission bagged its fourth Outstanding Accounting Office Award for excellence in financial reporting and a Silver Award in the Anti-Red Tape Authority Report Card Survey 2.0 for service quality and compliance with public service standards. These accolades highlight how HSAC’s internal systems are evolving to better serve the public.
HSAC also broadened its reach beyond its headquarters. Partnerships with the Local Government Unit of Bacoor City and the New Era University College of Law strengthened collaboration with local governments and helped train future practitioners in dispute resolution. The Commission also began reaching out to Overseas Filipino Workers, starting in Riyadh, Saudi Arabia, providing guidance on property ownership and housing issues through the Serbisyo Caravan of the Department of Migrant Workers.
