PNP coordinates with Ombudsman, ICI on fast-tracked probe of ‘Cabral files’

The Philippine National Police (PNP) announced Tuesday that it is closely coordinating with the Independent Commission for Infrastructure (ICI) and the Office of the Ombudsman to fast-track the forensic investigation of the so-called “Cabral files” once they are officially turned over to authorities.

In a media interview, Police Lieutenant General Jose Melencio Nartatez Jr. assured the public that the examination of all findings from the files will be thorough and legally compliant.

“We are in close coordination with the concerned agencies, including the ICI and the Ombudsman. We are monitoring developments to make sure all information will be processed correctly and according to the law,” Nartatez said.

He emphasized the PNP’s commitment to transparency and accountability.

The development comes after the Department of Public Works and Highways (DPWH) confirmed that it will turn over all data storage devices, documents, records, and files linked to former DPWH undersecretary Maria Catalina Cabral.

The handover follows a subpoena from the Ombudsman directing the department to submit Cabral’s computers and other devices for forensic analysis.

Nartatez explained that the files are expected to contain details about proponents involved in DPWH budget insertions, some of which were allegedly provided by Cabral to Batangas 1st District Rep. Leandro Leviste prior to her death in Benguet on 19 December.

“We will ensure that all findings are thoroughly examined and acted upon. All recommendations—from internal and external agencies—will be considered to penalize those involved in corruption and recover stolen public funds,” he said.

Nartatez also highlighted that the PNP is reinforcing inter-agency collaboration, strengthening internal procedures, and implementing standard operating protocols for handling sensitive files to maintain accountability and preserve the chain of custody.

Continuous monitoring, intelligence-led inspections, and strict adherence to the law are central to ensuring credible and timely investigations, he added.

“The public deserves assurance that law enforcement is carried out professionally and that any breach of integrity will be addressed decisively,” Nartatez said.
