Lawyer group files motion for reconsideration of Tokhang survivor who played dead during Duterte's war on drugs

Lawyers from CenterLaw Philippines file a motion for reconsideration before the Supreme Court in Manila on Friday, 5 December 2025, regarding with the 2017 “Tokhang” operation case that left four people dead and its lone survivor, Efren Morillo. The case was cited by the International Criminal Court Prosecutor as an “emblematic” example of the Philippines’ anti-drug campaign under former president Rodrigo Duterte, forming part of the basis for a 2021 ruling that authorized an international investigation. CenterLaw’s petition also asks the high court to elevate the case to the Supreme Court En Banc.
