

The Regional Development Council 3 (RDC3) convened its Fourth Quarter 2025 Full Council Meeting on Thursday at the Royce Hotel in Clark Freeport, Pampanga, to coordinate development efforts and set regional priorities for Central Luzon.
The meeting, chaired by Zambales Governor Hermogenes Ebdane Jr., focused on programs and projects aimed at boosting the socioeconomic development of the region.
Ebdane, serving as RDC3 chairperson, collaborated with co-chairperson Dr. Reynato Arimbuyutan to ensure that regional plans and investment programs align with national goals.
The council addressed several crucial updates and proposals for the region’s development, including the endorsement of the Proposed Lazatin Flyover Project, the Flood Control Master Plan for the Pampanga River Basin, and the Department of Environment and Natural Resources National Flood Management Master Plan.
Other major topics included the Midterm Update of the Central Luzon Investment Program 2023–2028 and legislative measures intended to boost flood resilience, wetland protection, and the quality of education within the region.
To enhance coordination and information dissemination, the RDC3 approved the inclusion of the National Intelligence Coordinating Agency Region 3 and the Philippine Information Agency Region 3 as non-voting members of the Regional Project Monitoring Committee.
The committee’s Work and Financial Plan for 2026 was also presented.
