A new set of recommendations from the Independent Commission for Infrastructure (ICI) was formally transmitted to the Office of the Ombudsman on Wednesday, coinciding with the commission’s press conference in Taguig.
Among the names recommended for criminal and administrative charges is former senator Ramon “Bong” Revilla Jr., who is being cited for possible violations including direct or indirect bribery, corruption of public officials, plunder, and administrative sanctions.
Also recommended for charges are Maynard Ngu, Carleen Villa, Gerard Opulencia, Manny Bulusan, Ruel Umali, Gene Ryan Altea, Carleen Yap-Villa, J.Y. Dela Rosa, a Mrs. Patron, and Carlo Aguilar.
As the investigation deepens, the ICI has likewise recommended several sitting senators to the Office of the Ombudsman for further investigative review and case buildup. The senators named were Chiz Escudero, Nancy Binay, Grace Poe-Llamanzares, and Mark Villar.
“Because of the gravity of the allegations, the Commission also recommends that the following individuals be referred to the Office of the Ombudsman for further investigative review and case build-up, with the understanding that any additional evidence obtained by the Commission will be transmitted immediately,” ICI Chairman Andres Reyes Jr. said.
The ICI also turned over new evidence linked to individuals previously recommended to the Ombudsman, including former Public Works secretary Manuel Bonoan, former undersecretaries Catalina Cabral and Roberto Bernardo, former congressman Zaldy Co, Commissioner Mario Lipana, Henry Alcantara, Brice Hernandez, and Jaypee Mendoza.
Reyes reiterated the commission’s stance that “Justice is strict.”
Meanwhile, Reyes also announced the resignation of former DPWH Secretary Babes Singson, effective 15 December but possibly extending to 31 December. In his letter, Singson said “the very intense and stressful ICI work has taken its toll on his aging body.”
