NEW CLARK CITY — Saudi Arabia’s ACWA Power is turning its eyes to New Clark City, eyeing renewable energy projects that could transform the area into a hub for high-tech, sustainable industries. The move follows the signing of a memorandum of understanding (MoU) between the company and the Bases Conversion and Development Authority (BCDA) in Riyadh, Saudi Arabia, on 27 November.
BCDA president and CEO Engr. Joshua M. Bingcang described ACWA Power as a powerhouse in renewable energy, with $114.6 billion in assets spanning 15 countries, a contracted capacity of 93 gigawatts of power, and the ability to deliver 9.3 million cubic meters of water per day globally. “This partnership strengthens our push toward national sustainability goals and renewable energy programs while creating long-term value for communities,” Bingcang said.
The collaboration is seen as a major boost for New Clark City, which aims to attract energy-intensive industries like data centers, semiconductor plants, and electronics manufacturing. “This partnership aligns with President Ferdinand Marcos Jr.’s vision for a sustainable and resilient energy future for the Philippines,” Bingcang added.
The MoU signing in Riyadh brought together top officials, including BCDA VP for Strategic Projects Management Engr. Randy Viacrusis, ACWA Power founder and chairman Mohammad Abunayyan, and Chief Investment and Development Officer Thomas Brostrøm. Bingcang led the BCDA delegation to the Global Industry Summit and the 21st UNIDO General Conference, which kicked off on 26 November.
During the conference, Bingcang highlighted the Clark Freeport and Special Economic Zone as a model for sustainable urban-industrial development. “In Clark, we’ve already built in future-proofing and open spaces, adapting the city to withstand climate change challenges,” he said.
BCDA’s approach combines smart urban planning with incentives to encourage private sector partners to adopt environmentally friendly initiatives, creating a city that is both high-tech and sustainable. The Riyadh conference also served as a platform for UNIDO’s Sustainable Cities initiative, including the launch of its Sustainable Cities white paper — an effort closely aligned with BCDA’s mission to create vibrant, future-ready communities.
