More than 1.3-million people flocked to Manila’s cemeteries on All Saints’ Day, with the first day of the city’s “Ligtas Undas 2025” operations described as “orderly, peaceful, and generally incident-free,” according to the Manila Police District (MPD).
MPD Chief Police Brig. Gen. Arnold Abad submitted a report to Mayor Francisco “Isko Moreno” Domagoso late Saturday night, stating that a total of 1,385,016 visitors were recorded across five major cemeteries.
Police personnel, traffic enforcers, and force multipliers were deployed throughout the day to maintain security.
The Manila North Cemetery saw the largest crowd with 1,195,326 visitors. The Manila South Cemetery followed with 145,860; La Loma Cemetery with 38,200; Manila Chinese Cemetery with 5,400; and Paco Park Cemetery with 230.
The report detailed the extensive deployment of 49 police commissioned officers, 568 police non-commissioned officers, and 249 force multipliers and the MPD cited that all gates were closed by 9 p.m. in accordance with city regulations, and checkpoints, crowd control, and entry inspections were strictly enforced.
Police confiscated several prohibited items during the operations, including bladed weapons, lighters, cigarettes, flammable materials, and karaoke systems. Most of these were recovered from the Manila North and South Cemeteries, where the largest crowds were concentrated.
“MPD personnel demonstrated diligence in enforcing regulations and managing large crowds,” Abad said in his report.
Beyond the cemeteries, police also monitored 21 bus terminals and the Manila North Port, where 37 personnel managed the flow of nearly 1,938 passengers traveling during the long weekend.
The MPD maintained coordination with transport and port authorities throughout the day to ensure smooth operations and public safety.
Abad stressed that the “cooperation of force multipliers and the public greatly contributed to the safe and successful observance of Undas” as he assured that police visibility and strict monitoring will continue through the remainder of the Undas period.
