Senator Christopher “Bong” Go has filed a bill that seeks to institutionalize a Magna Carta for Government Accountants, defining and protecting the rights, benefits and responsibilities of government accountants nationwide.
Go said Senate Bill No. 674 is a response to the constitutional mandate for transparency and accountability in the public sector. He quoted Article XI, Section 1 of the 1987 Constitution, which states that public officers must “be accountable to the people, serve them with utmost responsibility, integrity, loyalty and efficiency.”
“This measure seeks to align with this constitutional mandate of ensuring accountability in public service by clearly defining and protecting the rights and responsibilities of government accountants,” Go said.
“These professionals are at the frontlines of upholding the financial integrity of our institutions,” he added.
The bill aims to “empower government accountants to carry out their duties with diligence, independence, and adherence to the highest ethical standards,” Go said, adding that their role is indispensable in “maintaining fiscal discipline, preventing fraud and corruption, and ensuring that public funds are utilized for the benefit of the citizenry.”
If enacted, the proposed Magna Carta would provide additional compensation and incentives, such as a subsistence allowance, longevity pay and compensation for injuries. It would also guarantee security of tenure, prohibit discrimination and ensure protection against understaffing.
The bill also sets merit-based recruitment and qualification standards, mandates a uniform career development plan and establishes safeguards against arbitrary transfers.
It also outlines a comprehensive set of rights in disciplinary proceedings, including the right to be informed of charges and to be represented by counsel.
“As a recognition of their important role in the government, it is only right to give our government accountants adequate protection, benefits and recognition so they can perform their duties properly, honestly and effectively for the country,” Go said.
