Department of Public Works and Highways (DPWH) Undersecretary for Regional Operations Roberto R. Bernardo broke his silence this week, denying online allegations of corruption and a report that he had been fired by the President.
Bernardo, a public servant for nearly four decades, said the claims are "not only false but clearly malicious." He provided official documents to refute the reports, which had circulated widely online.
"There is no truth to the claim that I have been dismissed or involved in any irregularity," Bernardo said in a statement. "My conscience is clear, and the records will show that I have served this department with integrity and dedication."
To support his denial, Bernardo presented a certification from the DPWH Legal Service stating that he has no pending administrative cases.
Signed by Legal Service Director Gliricidia Tumaliuan-Ali, the document affirms there are "no pending administrative case against ROBERTO R. BERNARDO, CESO I, Undersecretary for Regional Operations, this Department as of this date."
Bernardo also clarified that he is not under suspension or investigation. He said he is on an approved medical leave from 28 July to 27 October for a debilitating spinal condition that requires physical therapy and rest. The leave application was filed on 28 July and approved by DPWH Secretary Manuel Bonoan.
"I formally filed for medical leave with the complete approval of the Secretary and in full compliance with Civil Service Commission regulations," Bernardo said. "This is a matter of health, not of administrative discipline."
Bonoan, meantime, confirmed that no disciplinary action has been taken against Bernardo.
Bernardo's lawyers are exploring legal options, including filing cyber libel cases against those who spread the false information.
"This campaign of disinformation has crossed the line," Bernardo said. "I will not allow my name and service record to be tarnished by lies."
He urged the public to verify information and rely on official sources, stating that public servants "should not be subjected to trial by publicity based on lies."
