City of San Fernando, Pampanga — The provincial government of Pampanga has conducted inspections of critical flood control structures in the towns of Minalin and Sto. Tomas to address the persistent flooding in low-lying areas.
In a statement released Sunday, Vice Governor Dennis “Delta” Pineda and Minalin Mayor Philip Naguit led the on-site assessment of damaged infrastructure, including check gates and bridges, to evaluate their condition and implement necessary repairs.
During the ocular inspection, the team discovered illegal encroachments—specifically unauthorized fishponds—along the Sasmuan River within the Pasig–Potrero River channel, which have been obstructing the natural flow of water. These structures were reported for appropriate legal action.
At the check gate in Barangay Sta. Catalina, Minalin, Pineda's team determined that locked floodgates had caused significant water pressure buildup against the slope protection. He immediately ordered repairs through the Provincial Engineering Office to prevent further erosion and correct the water flow.
At the Sta. Ursula Bridge, which connects the towns of Minalin and Guagua, inspectors found visible cracks and holes on the roadway, caused by frequent use of heavy machinery. Water scouring beneath the bridge was also noted to be compromising the structure’s integrity.
To improve water drainage and reduce stagnation in rice farms, canals, and dikes, Pineda said they are eyeing the installation of additional check gates to boost water outflow toward Manila Bay. These upgrades will support flood mitigation efforts not just in Minalin and Sto. Tomas, but also in the neighboring towns of Sasmuan and Bacolor.
