Palace suspends classes, gov’t work in 37 areas

Malacañang has suspended government work and classes on Wednesday, 23 July 2025 due to the heavy rainfall brought about by the southwest monsoon (Habagat).

According to Memorandum Circular No. 90, signed by Executive Secretary Lucas Bersamin, the following areas are covered by the work and class suspension.

• Metro Manila

• Region I

Ilocos Norte

Ilocos Sur 

La Union

Pangasinan

• Region II

Nueva Vizcaya

• Cordillera Administrative Region (CAR) except Apayao and Kalinga

Abra

Benguet

Ifugao

Mountain Province

Parts of Central Luzon (except Aurora)

Bataan

Bulacan

Nueva Ecija

Pampanga

Tarlac

Zambales

Region IV-A (CALABARZON)

Cavite

Laguna

Batangas

Rizal

Quezon

Region IV-B (MIMAROPA)

Mindoro

Marinduque

Romblon

Palawan

Region V - Bicol Region (except Camarines Norte)

Albay

Camarines Sur

Sorsogon

Catanduanes

Masbate

Region VI - Western Visayas

Aklan

Antique

Capiz

Iloilo

Guimaras

Negros Occidental

Government agencies responsible for basic, vital and health services, preparedness and response duties are directed to remain operational as to ensure continuity of the delivery of essential government fuctions.

Non-vital government employees of subject agencies and all other government employees may work under approved alternate arrangements subject to applicable laws, rules and regulations.

For local cancellation or suspension of classes and government work, other regions may be implemented the same by their respective Local Chief Executives, pursuant to relevant laws, rules, and regulations.

In the private sector, the decision to continue work remainsn under the discretion of their respective heads.
