Gov’t finalizes SONA 2025 security plans

Government agencies and law enforcement units have finalized preparations for the upcoming fourth State of the Nation Address (SONA) of President Ferdinand R. Marcos Jr.

During the Final Inter-Agency Coordinating Conference led by the Metro Manila police chief, participating units discussed deployment strategies, coordination protocols, and response mechanisms to ensure peace and order before, during, and after the President’s address.

Simulation and tabletop exercises were conducted to test the readiness of key agencies. These included scenarios such as civil disturbance management, checkpoint operations, responses to shooting and hostage-taking incidents, and investigative procedures. The drills aimed to enhance coordination and strengthen inter-agency systems.

“Through these simulation and tabletop exercises, we are not just preparing for an event, we are strengthening systems, clarifying responsibilities, and ensuring that we act as one coordinated force in safeguarding not just the president and the nation’s leaders, but the very integrity of our democratic institutions,” said QCPD Acting Director P/Col. Randy Glenn Silvio.

Officials also reaffirmed the importance of upholding civil liberties while maintaining public order. “Our role is to preserve peace while respecting democratic freedoms,” said the Metro Manila police chief, who called for intensified checkpoint operations and alignment of agency missions.

The Quezon City Department of Public Order and Safety also urged law enforcement personnel to remain adaptable in managing demonstrations. “Let us balance the right to assemble with the duty to secure vital institutions,” said its head.

The House of Representatives’ Sergeant-at-Arms stressed that SONA security is a “whole-of-government responsibility,” calling for unity and coordination among all participating agencies.

Earlier on 16 July, a full simulation exercise was held outside QCPD Batasan Police Station 6. It involved units from SWAT, medical teams, fire protection services, barangay responders, and other support groups.

The drills were designed to assess the operational readiness of all participating groups and ensure the safety and success of SONA 2025.
