
City of San Fernando, Pampanga – The city government is eyeing the construction of the Rainbow House for the Golden Gays for Fernandino LGBTQIA+ members.
According to Mayor Vilma Balle-Caluag, the city government aims to create the technical working group (TWG) that will oversee the establishment of the said proposed project thru Executive Order No. CMO2025-038.
EO No. CMO2025-038 specifies the TWG's membership, roles, and responsibilities, as well as the meeting calendar.
Caluag said that the TWG plans to complete the preparation phase between July and October of 2025, followed by the groundbreaking ceremony in November and the partial to full operation from December 2025 to April 2026.
“The Rainbow House for the Golden Gays will offer support services such as wellness programs, legal and health referrals, psychosocial support, and community-building activities,” she added.
Meanwhile, the City Government of San Fernando officially broke ground for its new City Track Oval at a ceremony held on July 14, 2025, at the City Civic Center in San Isidro. The ceremony marked a significant milestone in the city's commitment to sports development for young Fernandino athletes.
The new track oval was designed to meet international standards, boasting an overall length of 177.51 meters and an overall width of 92.52 meters. This project will be completed in phases, with the first phase of pavement expected to be done within the year, and the second will include the installation of a modern rubberized track surface and the construction of spectator benches, further enhancing the facility.
Dr. Shirley Zipagan, Schools Division Superintendent of San Fernando, thanked Caluag for another vital project, together with the city’s teachers and coaches, highlighting the continuous positive collaboration between the city government and the education sector.
On the other hand, Kim John Sagun, Vice Chairperson of the City Sports Development Council and Local Youth Development Officer, highlighted the enthusiasm of the “Atletang Fernandinos” for the upcoming facility that will immensely help with their training.
Also present at the groundbreaking was City Councilor Mark Carreon, San Isidro Punong Barangay Nestor Lingat, and the city's department heads, including City Engineer Anele David, signifying the unified effort of the local government.
The new track oval is envisioned to be a premier venue for local athletes, students, and the community to train, compete, and engage in healthier lifestyles, fostering a new generation of Fernandino champions.
