The Department of Human Settlements and Urban Development (DHSUD) has ordered all its attached agencies to implement priority reforms in line with President Ferdinand R. Marcos Jr.’s directive to accelerate the delivery of affordable housing.
In a memorandum dated 7 July 2025, DHSUD Secretary Jose Ramon Aliling directed the National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), National Home Mortgage Finance Corporation (NHMFC), Pag-IBIG Fund, and Human Settlements Adjudication Commission (HSAC) to operationalize the department’s 8-Point Agenda and support the President’s housing program.
“Pursuant to the President’s directive to accelerate the provisions of affordable housing and to streamline housing-related applications and activities, all key shelter agencies are hereby directed to align, implement and operationalize the following priority actions within their respective offices,” Aliling stated.
The memorandum mandates NHA and SHFC to immediately turn over unoccupied but completed housing units to qualified beneficiaries and conduct an inventory of government-funded housing projects. Pag-IBIG was identified as the funding partner for joint ventures to support the expanded Pambansang Pabahay para sa Pilipino (4PH) program.
Agencies were also instructed to support one-stop shop operations and streamline processes in line with Anti-Red Tape Authority standards.
Aliling gave the agencies 15 days to submit status reports and action plans on pending cases and applications. The reforms are part of the broader push to extend DHSUD’s 8-Point Agenda to all housing-related agencies, emphasizing digitalization, transparency, and unity in delivering on Marcos’ housing goals.
