Pampanga suspends truck hauling pass from Bulacan

CITY OF SAN FERNANDO, Pampanga — The Provincial Government on Wednesday suspended the hauling pass of trucks coming from Bulacan.

The order came after Governor Dennis “Delta” Pineda received information that trucks from Bulacan were hauling trash to a landfill in the province.

This prompted Pineda to immediately conduct a site inspection of a sanitary landfill in Barangay Mancatian, Porac.

The governor, along with PG-ENRO Chief Arthur Punsalan, as well as the DENR-EMB and LGU Porac, saw 15 trucks filled with trash at the said landfill.

One of the trucks was even hauling hazardous waste such as dextrose, with the truck having no proper label, a clear violation of RA 9003, Section 24 of the Ecological Solid Waste Management Act at RA 6969 or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990.

Due to the discovery, the provincial government immediately halted the operation for further investigation.

Quarry Operators Association and the Haulers and Truckers Association have already confirmed during a meeting on 10 June that there were haulers from Bulacan that deliver trash from Mancatian without the necessary permits.

Pineda ordered the 15-day suspension of all hauling passes of truckers from Bulacan starting 11 June 2025, to give way to an investigation by the Joint Composite Team of the capitol.

Pineda said that the aim of the suspension is to protect the health and safety of residents who might be affected by the piling of hazardous waste.
