The National Bureau of Investigation (NBI) is intensifying its operations against human trafficking, with NBI director Jaime Santiago pushing for a more aggressive approach to combat the illicit trade.
In a recent operation, the NBI-International Airport Investigation Division (NBI-IAID) arrested Hayya Diane Molina y Acuna in Pasay City for violating Section 5(e) of the Anti-Trafficking in Persons Act of 2003, as amended by the Expanded Anti-Trafficking in Persons Act of 2022.
The arrest stemmed from the interception of a female passenger, identified only as “Mary,” who was bound for Kuala Lumpur. The head of I-PROBES-NAIA Terminal III (I-PROBES) turned Mary over to the NBI-IAID.
Mary’s interception was linked to the apprehension of another passenger, “Glaizel,” by I-PROBES and Bureau of Immigration (BI) personnel on 4 June 2025. Glaizel was attempting to depart for Malaysia with a fraudulent BI Border Stamp and Boarding Pass.
Glaizel initially insisted that Mary had undergone proper pre-departure procedures. However, Mary eventually revealed she was in contact with Molina and a person identified as “Diane Fiona.” Mary said she connected with them through her niece, who resides in Malaysia.
Molina allegedly promised Mary assistance in illegally departing the Philippines, even assuring her of an escort to bypass BI pre-departure formalities, claiming she worked at the BI and had connections. Mary reportedly sent Molina P120,000 via e-wallet for the assistance.
Following the payment, Mary’s niece was contacted by Fiona, who introduced herself as an Immigration officer stationed at NAIA Terminal 3 and provided instructions for Mary’s departure.
Verification of the e-wallet number revealed it was registered to “HAA DI M.,” which authorities inferred belonged to Molina. An additional report from I-PROBES disclosed that Molina is an employee of Data Trail Corporation, a subcontractor of NNIC, and is assigned to NAIA Terminal 3.
On 5 June 2025, NBI-IAID agents confirmed Molina was on duty and in the vicinity of NAIA Terminal 3. They immediately proceeded to the terminal and successfully apprehended Molina.
Molina was presented for inquest proceedings before the Inquest Prosecutor of Pasay City for the alleged violations.
